Federal, state and local government purchasing is allowed, under law, to give preference or require American sources for goods. This is a proven job creation tool which supports American business, including manufacturing. When employees are paid the solid, middle class wages of manufacturing jobs, they have enough money to spend in their communities on clothing, entertainment, cars, homes and other goods. Low paying jobs, such as those found in the tourism and other service industries, typically don't support a middle class lifestyle and spending.
"Buy America" clauses in government support are supported by 84% of Americans, according to a Harris Interactive poll. In the ARRA, Congress included domestic sourcing requirements as a way to get more bang for the buck. Buy American is being included in the Jobs for Main Street Act.
The Alliance for American Manufacturing has a great report, Buy America Works: Longstanding United States Policy Enhances the Job Creating Effect of Government Spending. James Parks has also penned an article, "Buy America Puts People to Work" that includes more information about this valuable contracting tool.
You are absolutely right. Buy America policy makes perfect sense, and happens to be longstanding U.S. policy. Other countries already have their own, equivalent programs.
