In a letter from DGS, Gov. Schwarzenegger says that the bids for the Orange County Fairgrounds have been rejected because "The offers contained in those bids are not in the best interest of the citizens of California because they do not obtain the highest and most certain return for the state." The letter goes on the state that "alternative means" will be explored.
Those alternative means could mean another auction, negotiating with Costa Mesa and Orange County to form a JPA to buy the property, a long term lease from the State by a private operator, forming a citrus fruit fair (proposed by the Fair Board) to manage the property, or some other form of a deal. There are many ways for the state to get money from the Fairgrounds, but no clear alternative has been put forward at this time. No commitments to another plan have been announced by the state.
