Water agencies must increase their prices to keep pace with rising costs. Mesa Consolidated Water District, which serves Costa Mesa, parts of Newport Beach, and John Wayne Airport, both pumps groundwater and buys water from the Metropolitan Water District. Mesa does not have a tiered rate structure, like IRWD or San Juan Capistrano, so there is no way to easily give some users a break for using less water and charge heavy consumers a higher rate. The rate increase must be evenly spread to all users under Mesa's rate structure.
