Orange County wants to demolish and rebuild on the site of the current Building 16, and in the process, privatize the process and building. The goal is the County gets a new building and a company gets a big contract to operate and own the building. Building 16 is located on Ross Street, just north of Santa Ana Boulevard. The building was used until 1990 when aging infrastructure and a lack of off-street parking became problematic.
